Job Summary

Reporting to the Manager of Surveillance and Evaluation, the Medical Informatics Analyst is responsible for supporting the development and implementation of public health electronic information systems that promote high quality, cost effective, public health service, customer service and user satisfaction. Specific work functions include working with business partners to advise and support the development of effective systems which outlines processes to support people and business. Identify gaps in current systems and outcomes. Translate needs into program plans and development. Take accountability to execute solutions and develop quality assurance and quality improvement mechanisms.

Education

• Bachelor of Health Sciences, e-health, Health Informatics, Business Administration
• Additional education/training related to: adult learning, information technology would be an asset.
• Master’s degree in Health Informatics, eHealth or health related discipline is an asset

Knowledge

• Minimum three years of experience in information system development, training and implementation, preferable in a public health setting
• Experience in project management
• Stakeholder engagement and consultation
• Assessing and prioritizing business needs
• Advanced knowledge and skills of various computer applications
• Analytical and problem solving skills to support program planning
• Collect, research, analyze and translate business needs into action plans
• Knowledge of Canadian and Ontario Health Information Systems and Provincial eHealth Assets
• Experience with privacy and records standards is preferred.
• Experience working within medical informatics systems is preferred.
• Understanding of provincial and federal governance, approvals, and decision making mechanisms is preferred.
• Project Management Certification (tools, templates, and methodologies) is preferred.

Responsibilities

Administer Medical Informatics Projects: (40% of time)

• Lead and manage the overall development and implementation of Electronic Medical Record (EMR) system projects (requirements gathering, process improvement, system design, training development and delivery, support documentation/tools)
• Provide support to business partners to define business needs, identify deliverables and scope to support program-specific clinician workflow, and both regulatory and programmatic documentation requirements
• Provide input to develop necessary documentation including project plans and business flows in order to provide a smooth implementation and transition to enhance program effectiveness and efficiencies
• Monitor and maintain work plans to ensure delivery of outcomes
• Use continuous quality improvement tools to improve work and reduce costs
• Chair Medical Informatics committees and working groups
• Identify and facilitate risk mitigation strategies
• Develop indicators to measure successful implementation/onboarding of programs and staff
• Assume responsibility for the workload assigned by working independently or in collaboration with other program and department staff
• Manage competing priorities across multiple program areas
• Facilitate cross-divisional process review and advise on data collection, standardization of data elements, and storage solutions

Educate and Liaise with Stakeholders and Partners: (30% of time)

• Understand adult learning principles to establish effective training tools and programs to ensure consistency of use, knowledge sharing and implementation of medical informatics systems
• Establish, monitor and maintain training and communication plans to support users
• Train frontline staff on appropriate use of informatics solution to ensure compliance all privacy legislation and internal policies
• Clearly define roles and responsibilities of medical informatics systems

Monitor and Enhance Medical Informatics Systems: (20% of time)

• Develop quality assurance measures, policies, tools to support and monitor quality
• Ensure program enhancements and opportunities for improvement are addressed with all relevant stakeholders
• Develop audit mechanisms and reporting
• Use continuous quality methodologies and tools to review and enhance medical informatics systems, process and tools
• Identify risks and risk mitigation plans
• Ensure communication among all relevant stakeholders and partners

Advocate and collaborate with external partners: (10% of time)

• Coordinate and lead working group for all Ontario PHUs using Profile electronic medical record (EMR) software
• Demonstrate and share Niagara’s setup, custom tools, standards, lessons learned
• Provide consultation and recommendation for EMR implementation processes
• Participate in provincial working group as representative for Niagara to assist in the development of provincial standards for EMR procurement, implementation/use and data collection/storage
• Liaise with representatives from ClinicalConnect to optimize Niagara’s use of the clinical information viewer ClinicalConnect through regular business meetings and user training
