ABOUT THE DIRECTOR OF FINANCE POSITION
We are seeking a dynamic leader, strategic thinker, and operational specialist with accounting and or finance experience to join the Northlands Management Team.

The Northlands Director of Finance will be a motivated self-starter who is looking to grow, develop, and further their career all while being emersed in the natural beauty of northern Saskatchewan. This position will provide an opportunity for a highly skilled individual who supports and values the mission of the college to take their career to the next level. Reporting to the Vice President of Finance and Operations, the Director of Finance is responsible for the development and implementation of financial strategies, planning, directions, service delivery and budget maintenance of all financial operations of Northlands College. The portfolio is broad and diverse, including Accounts Receivable, Accounts Payable, Payroll, General Accounting, Purchasing, and Inventory. The Director of Finance also serves as the internal auditor for Northlands.
SPECIFIC RESPONSIBILITIES
The Director of Finance has accountabilities in four broad areas, including:
1. Leadership in Financial Services
1.1. Manages the Finance department of the College, including staff and workflows
1.2. Manages the College’s cashflow, ensuring cash requirements are coordinated with revenues/expenditures, while surplus monies are invested, including administration of an investment program consistent with Government regulations for Regional Colleges
1.3. Reviews all financial and accounting systems regularly to ensure College compliance with established policy and procedures and funding agreements
1.4. Maintains and operates computerized finance and accounting systems
1.5. Analyzes financial data and generates financial reports for various agencies (e.g., Federal and Provincial governments, funding agencies, Board of Directors, etc.)
1.6. Coordinates the timely production of monthly and quarterly reports for Senior Management and Leaders, as well as the design, completion and distribution of other reports as required
1.7. Develops and ensures maintenance of effective, accurate, and current capital inventory systems
1.8. Develops and implements financial administrative policies and procedures
1.9. Identifies procedural problems and implements solutions
2. Budget and Operations Planning
2.1. Participates with senior management colleagues in the development of an overall strategic planning process, and develops the financial plans for the College
2.2. Collaborates with the Vice President, Finance and Administration in the development of the budget planning and reporting processes
2.3. Educates and supports other leaders on the budget planning and reporting process
2.4. Assembles the annual budget by reviewing information from all sources to compile the final product
3. Entrepreneurialism, Engagement and Outreach
3.1. Achieves annual workplan goals aligned to the college’s strategic and annual operational plans
3.2. Maintains consultation, coordination, contact and liaison with funding agencies, government departments, suppliers, contractors, RCMP, and consultants
3.3. Represents the College on provincial committees where assigned.
4. Human Resource Management
4.1. Responsible for the efficient operation of the finance department including the design, establishment, and maintenance of an organizational structure and staffing to effectively accomplish the department’s goals and objectives
4.2. Responsible for the recruitment, hiring, supervision, evaluation, professional development, discipline, and discharge of staff
4.3. Develops and ensures the implementation of office procedures, staff configurations and associated workflows and workloads that maximizes the efficiency and effectiveness of operations in relation to overall College operations
4.4. Responsible for exercising actual authority to respond to grievances and union filings in their initial phases
DECISION MAKING
As a member of the Management Team, the Director of Finance participates in policy development and implements associated administrative procedures. Decisions made within the role have a direct impact on the short- and medium-term plans of the College. The Director of Finance has direct influence over the future trajectory of the College, staff relations and morale, College initiatives, and the fiscal soundness of the College’s administration.
QUALIFICATIONS, KNOWLEDGE, AND COMPETENCY REQUIREMENTS
To be successful in this role the new Director of Finance will have:
1. Knowledge of financial administration systems, obtained through prior work experience and a related undergraduate degree
2. A Chartered Professional Accountant (CPA) designation is considered an asset
3. Experience with finance, accounting, budgeting, and cost control principles
4. Demonstrated experience in the use of computer applications specifically related to financial and budgeting operations. An expert level of Excel skills is expected.
5. Knowledge of financial administration systems, including computerized accounting systems
6. Knowledge of program funding and budget development
7. Demonstrated experience in effective supervision of staff and leading a team, including development, performance management, and conflict resolution
8. Proven organizational and interpersonal skills necessary to guide and lead a productive team as they manage tight timelines and multiple competing projects
9. Demonstrated ability to identify individual and institutional priorities, new opportunities, and the capacity to establish and manage professional working relationships
10. An aptitude and eagerness for continuous learning, and the interest in developing and fostering these characteristics in others
11. In-depth working knowledge of short- and long-term budgeting and forecasting
12. Effective oral and written communication skills
13. Intermediate analytical financial modeling skills
14. Demonstrated ability to conceptualize, analyze and problem solve, with specific strengths in financial analysis and related articulation of results via report writing
