Purpose
Manage the development, coordination, execution, and publication of the Enterprise-wide sanctions risk assessments and work with stakeholders across Scotiabank, as necessary, to assist with tracking and remediating issues identified through the sanctions risk assessment process. In this capacity, the Senior Manager, Global Sanctions Risk & Coverage Assessment, will be responsible for executing the sanctions risk assessment methodology, including the coordination with stakeholders across the various business lines and legal entities, to deliver a comprehensive sanctions risk assessment that identifies and considers the various inherent and residual risks as outlined in the methodology. As part of the risk assessment process, the role will also include the preparation and distribution of the sanctions risk assessment report in accordance to Scotiabank’s framework and methodology. Additionally, the role may require the Senior Manager to assist with regional Sanctions Risk Assessments.
Accountabilities
Execute, on a scheduled basis, a quantitative and qualitative assessment of Scotiabank’s sanctions risk, through an assessment of its inherent risks and control environment, and produce appropriate reporting to executive management and external stakeholders on the residual sanctions risk of Scotiabank. In doing so, duties will include:
Coordinating the strategy and governance for the execution of the sanctions risk assessment process, in conformity with the requirements of the Risk Assessment Methodology;
Sourcing inherent risk data inputs from appropriate stakeholders, including business lines and other relevant functions;
Working with various Data Governance groups to execute appropriate queries and data measurement for inputs into the inherent risk calculus;
Developing, and coordinating the completion of, risk assessment questionnaires delivered to the lines of business and control functions;
Conducting quality control reviews of risk assessment inputs and holding follow-up sessions as necessary with appropriate stakeholders;
Ensuring the maintenance of risk assessment work papers;
Drafting the sanctions Risk Assessment Report in coordination with input from appropriate business and control function subject matter experts; and
Developing presentations to deliver the results of the sanctions risk assessment to various committees and executive management of Scotiabank.
Maintain the Sanctions Risk Assessment Methodology and associated procedures, including updates, as necessary, based on the execution of the Sanctions Risk Assessment.
Develop training, as necessary, to support and educate on the execution of the risk assessment.
Work with appropriate stakeholders to ensure strategic alignment in the execution of the annual Risk Assessment.
Assist with tracking issues from the execution of the risk assessments to resolution through the Bank’s issues management processes.
Education
Minimum Bachelor’s degree in business, finance, or related field. Advanced degree preferred.
ACAMS certification preferred.
Minimum 5 years of financial services experience in risk management/assessment capacity, with a minimum of 3 years AML and OFAC/Sanctions experience.
Specialization in wholesale banking and global capital markets highly preferred.
Experience acting in a leadership/ managerial capacity and overseeing a small group of resources.
Strong communication, analytical, organization, project management, and planning skills.
Self-starter with proven record of success in delivering high priority, high impact deliverables under minimal supervision.
Experience working with stakeholder groups to deliver projects in a timely fashion.
Strong project management/ delivery management experience required.
Strong attention to detail.
Strong time management skills.
Advanced knowledge of Microsoft Office Suite of products.
Knowledge of business, products, operations, systems, and organization for financial services sector.
