Position Summary:
Under the direction and supervision of the Executive Director (ED)/CAO, the Director of Education, shall provide leadership and management expertise, in accordance with Band policies. Specifically, the Director shall be responsible to the Executive Director/CAO for the efficient, effective and productive operation of the Seabird Island College, Elementary and High Schools, including oversight of the nominal role, and education programs.
The Director is responsible for researching, requesting and securing funding for all educational programming, which will be of key importance to the Education Department and will be a high priority. The Director will also be responsible for the professional management of all staff and financial resources available to the Department. This will require working closely with Departmental leadership (College Manager, Principal, Vice Principals, and the Human Resources Department).
The Education Director participates collaboratively and fully as a member of the Directors Team with respect to departmental and interdepartmental matters to ensure that the advancement of SIB’s goals and aspirations are achieved and maintained.
Seabird Island Band is committed to the health and safety of its employee’s and community members. SIB has implemented measures to protect and prevent the spread of COVID-19. As part of the Directors team, the Education Director is expected to:
Promote the interests of the SIB at all times.
Provide services promptly and respectfully.
Provide services equitably according to Band policies and Administrative Standard Operating Procedures.
Provide services in a culturally sensitive manner.
Present a professional demeanor in the workplace and while conducting business for the Band.
Respect Band members’ rights
Ensure that confidential information in any form is maintained.
Ensure that all department personnel requirements are managed and the necessary records of same are current and provided on a timely basis, as required.
Work with Human Resource department to assume responsibility for all department personnel (i.e.: hiring, orienting, supervising evaluating, assisting by means of training and off boarding) if and when necessary.
Work with Human Resource department to ensure that all department staff members are in possession of a job description that is current and mutually understood and agreed to.
Take responsibility for the financial security, spending and accounting for all funds in all assigned departments and programs.
Preserve direct and cooperative communications with the Executive Director/CAO.
Build strong positive relationships with elected officials and the community at large.
Ensure that internal relationships are maintained with all other departments through attending and participating in regular management meetings and other meetings as required to keep abreast of evolving issues.
Ensure that external relationships are maintained and strengthened with Band members, Government agencies, funders (public and private), and all other current or potential partners.
Provide reports including qualitative and quantitative analysis, statistical and anecdotal evidence, and prepare to present this information to various audiences including internal, external, and membership
Promote a culturally sensitive and positive work environment while assuming responsibility for an effective, efficient and productive department, including the recruitment, performance, mentorship and health and safety of all employees.
Plan in association with the Executive Director/CAO and Directors Team, all aspects from conception to presentation, from approval to implementation, the Education Department’s Strategic Plan.
Review, approve and submit time sheets, including vacation and sick days to the finance department as per the payroll department’s schedule.
Qualifications/Requirements:
Masters of Education or MBA preferred, Bachelors of Education or Post-Secondary education in a related field.
BC Teachers’ certification would be an asset, but not a requirement.
7-10 years in related field with progressive management responsibilities.
Significant experience in Educational Leadership and or First Nations Education.
Relevant combination of education and experience will be considered.
Experience working with and drafting employment contracts for instructors/teachers.
Demonstrated history of leadership, strategic planning, and personnel management.
A knowledge and understanding of the history of trauma, the role education played in trauma, and the impacts of trauma on First Nations in Canada.
Must complete a background check including criminal records check, child intervention checks, reference checks, and personal suitability check.
Ability to manage financial issues and develop and maintain budgets for multiple programs within the department.
Knowledge of management principles and skills in relation to planning, scheduling, and costing and controlling and creating work plans.
Must possess strong supervisory, negotiation, conflict mediation and public relations skills.
Committed to workplace safety and ensuring the safety of all staff within their department.
Must be a team player with a willingness to do any task necessary to advance the SIB towards the goals and targets that have been set.
Advanced computer skills including Microsoft Office Applications (Word, Excel, Internet, and Email).
Advanced verbal, written and public speaking communication skills.
Ability to adhere to Oath of Confidentiality and Seabird Island Band Policies and Procedure.
Knowledge, respect and understanding of Stó:lō culture, traditions and language is considered an asset.
Experience working with First Nations community is considered an asset.
Valid BC Driver’s License, Class 5.
Satisfactory Criminal Record Check.
Primary Responsibilities:
Provide leadership and supervision for educational programs and staff.
Organize, administer, supervise and evaluate educational programs.
Develop, prepare, and execute strategic plans that will satisfy the expectations of SIB Leadership and Membership.
Ensure that SIB educational programs offer superior quality and that the learning environment advances language; Halq’eméylem, personal growth, and cultural values.
Ensure compliance with Federal, Provincial, FN Educational Jurisdiction and SIB policies.
Build and maintain strong individual and inter-organizational relationships with various external parties (MCFD, local School District, Ministry, as well as Aboriginal Organizations such as FNESC and FNSA, etc.).
Monitor all programs to ensure that outcomes and expectations are met.
Ensure that appropriate staff is in place to ensure student success at all levels.
Ensure that all students are provided with access to the tools, resources required to succeed.
Ensure that the physical, mental and emotional wellbeing of all students is always a priority, including external agencies, MFCD, when needed.
Ensure the continued receipt of funding for all education programing at the elementary, secondary, and post-secondary levels including nominal roll and 1701.
Identify, research, and secure funds from new and creative sources including both public and private resources.
Develop, manage, and maintain a departmental budget that meets the needs of all programs, and meets the expectations of Chief and Council and funders.
Prepare monthly, quarterly, and annual reports for Executive Director/CAO, Chief and Council, and Education Committee.
Ensure the execution of the nominal roll process.
Ensure that all educational data, reports, and statistics are accurately and efficiently reported to the appropriate government agencies.
Provide inspiration to membership and community to develop a spirit of lifelong learning.
Research and develop professional development and mentoring opportunities for Education Staff.
Develop strong relationships with the Education Committee, Portfolio Holder, and Chief and Council to ensure collaborative relationships.
Work closely with the Human Resources Department to ensure that personnel management provides a strong resource for the department.
Collaborate with local post-secondary schools and industry organizations to create opportunities for students during and after high school.
Ensure the effective and fair application of SIB and Departmental policies for all students and staff.
Develop and maintain strong relationships with local, regional, national and international educational institutes and schools to ensure opportunities for SIB students at all levels of education.
Develop and execute a marketing strategy that will increase enrolment within all SIB Educational Institutions.
Ensure regular communications to stakeholders (parents, members, community, funders etc.), to ensure transparency, and to celebrate successes.
Research and identify employment trends for coming years to ensure that training of Band Members will prepare them for employment opportunities beyond local employers.
Regularly conduct evaluations of all aspects of the Education Department to ensure that the Department is on track to meet all expectations and goals, ensuring to adjust practices in the event that evaluations reflect lower than acceptable results.
Be a consistent presence in the school and college buildings as a role model
Must represent the SIB in a professional manner at all-times even during “off hours.”
