Main Purpose and Function
The Supervisor, Vacancy Tax oversees the full-cycle accounting operations for the vacancy tax and is responsible for ensuring the accuracy and integrity of the recording, billing, and collection processes pertaining to this tax. Responsibilities include supervising staff, overseeing the declaration and billing processes, administering the vacancy tax, and interpreting and ensuring compliance to the vacancy tax by-law.
Specific Duties/Responsibilities
Plans, assigns, supervises, and reviews work of subordinates; assists in the selection, training and evaluation processes. Team consists of Vacancy Tax Clerk IV, Clerk III’s, and Customer Service Agents.
Interprets and explains the impact of provisions contained in the vacancy tax by-law to a variety of internal and external contacts, including civic staff and taxpayers.
Oversees the preparation of annual Notice to Declare roll and creates the final exclusion list for final approval by Manager, Vacancy Tax.
Drafts the scheduling of vacancy tax billing and communicates to all applicable internal departments, , after receiving Manager approval.
Calculates vacancy tax and notice of assessment and generates notices for mail out
Assists Manager with hiring of staff
Assists with timesheet approval and maintenance of staff vacation schedule.
Working with internal/external counterparts and printing services, ensures that the generation and mailing of billings adhere to specific timetables and legislative requirements; mobilizes staff to handle setbacks or emergencies as required
Schedules vacancy tax billing and communicates to all applicable internal departments
Manages supplementary and amended vacancy tax bills
Oversees late payment penalties and reminder bill mailing for all unpaid vacancy tax accounts
Prepares the year-end vacancy tax roll to property tax list for management
review/approval; including subsequent reversals requiring adjustments from Property Tax department.
Maintains end-to-end process pertaining to vacancy tax reversals, adjustments and refunds. Seeks final approval from management where deemed necessary.
Schedules Vacancy Tax Review Panel hearings on a routine basis throughout the year.
Prepares a monthly list of scheduled Vacancy Tax Review Panel cases for management review. Provides final summary after each hearing with appropriate panel outcomes.
Reviews and approves billing adjustments and applicable refund requests.
Assists the Manager in the development and/or implementation of new policies, procedures, business processes and system changes to improve effectiveness of financial reporting and compliance directives
Represents the department in meetings or committees in matters of direct concern or common interest
Assists with the preparation and monitoring of budget, monthly reporting, year-end forecasting, cost-benefit analysis, and year end working papers.
Investigates difficult cases or customers referred by a subordinate; escalates issues to the Manager where required
Expedites remedial action for anomalies uncovered in procedural or system audits
Implements system and or business procedure changes and effectively communicates these changes to staff and other affected parties.
Liaises with internal departments and external vendors to implements the final format and timing of online and paper declaration for each declaration year
Develops, prepares, summarizes, and analyzes special management studies, surveys, statistics, financial reports, and year-end working papers
Prepares internal and external correspondence or memorandums as required
Performs system testing for new patches or releases of the vacancy tax tax module. Primary focus on tempest. May also be involved in Posse system testing.
Performs ongoing procedural and/or system reviews to detect; analyzes and reports on problems of a financial nature, including failure of internal controls, variances from the norm and bottlenecks in workflows
Maintains confidentiality of sensitive materials and information.
Completes special projects and analyses as assigned by the Manager

Minimum Position Requirements:
Education and Experience:
Post-secondary degree in business, commerce or accounting or completion of a recognized accounting designation, plus considerable related experience; or an equivalent combination of training and experience.
Knowledge, Skills and Abilities:
Considerable knowledge of the legislation, policies, by-law, rules and regulations governing vacancy tax, as well as property tax and utilities
Considerable knowledge of municipal accounting and budgeting practices
Considerable knowledge of MS Windows, MS Office, Outlook and Internet search tools; strong Excel skills and ability to analyze data with charts, Pivot tables and Vlookup
Ability to plan, organize and supervise the work of clerical subordinates.
Working knowledge of internal control principles and practices
Working knowledge of information technology operations related to accounting systems and controls
Superior analytical and mathematical aptitude
Sound professional judgment and business sense
Highly accurate and attentive to detail
Strong time management skills combined with the ability to multi-task
Ability to make decisions in the light of established precedents and resourcefulness in meeting new problems.
Ability to maintain effective working relationships with the public and to explain and interpret departmental rules and regulations.

Incumbent should be adept at working in an environment subject to frequent interruptions and variations in volume; a take-charge personality is a must
