Tri-global Solutions Group Inc. is seeking one (1) Senior Management Consultant to join our talent Service Delivery team at Government of BC to support the Digital Identity and Trust Program (a program that leads BC’s approach to digital identity, related services and technology) within Ministry of Citizens’ Services.
The successful contractor(s) have an anticipated April 1, 2023 start date for an initial 6-month contract (ending October 1, 2023) with 6-month extension available (total contract term up to 12-months).
NOTE: Successful candidate must start within 2 weeks of the anticipated start date.

PROJECT OVERVIEW
Tri-global Solutions Group is hiring one (1) Senior Management Consultant to join our team at Ministry of Citizen Services (BC Government).
The Digital Identity and Trust Program, Citizens’ Services is a program that leads BC Government’s approach to digital identity, related services and technology. to support every opting-in British Columbian to conduct their personal, professional, and civil society affairs on the Internet in a safe, privacy respecting manner. To accomplish this goal, the program will support existing digital identity and trust solutions within government and deploy digital identity and trust services for BC public body programs, enabling those programs to provide citizens and businesses with trusted digital credentials.
The project includes the following:
– Maintaining and delivering BC’s Digital Identity/Trust Program Strategic Business Plan
– Developing and maintaining strategic comms and key messages for Digital Identity & Trust Program
– Supporting on-going governance of digital identity solutions
– Supporting stakeholder engagement and Plan
– Develop or support the development of the Digital Identity “storyline” and any communications related artifacts,
– Key messages for Digital Identity & Trust and ongoing progress reports for client Ministries, key stakeholders, external bodies.
QUALIFICATIONS
The Management Consultant is required to have the following skills and experience:
a) leadership of teams in consensus building with members from across public sector organizations such as ministries, agencies, authorities, crown corporations and other public entities as appropriate to the Experience Level;
b) development of legislation frameworks and legislation;
c) creating, identifying and articulating strategic objectives;
d) translating objectives into business plans;
e) developing cross-organizational objectives;
f) documenting and formalizing agreements into memoranda of understanding or memoranda of agreement;
g) identification and linkage of service outcomes of one organization or groups of organizations into an integrated service delivery model;
h) identification and implementation of organizational and functional design changes;
i) articulation and development of governance alternatives;
j) articulation, development and promotion of service delivery models, including citizen centric service delivery models;
k) facilitation of planning for cultural change;
l) investment portfolio analysis and executive decision consultation;
m) transition planning; and
n) preparation of reports such as Treasury Board Submissions.
In addition to the skills and experience set out above, candidates must have the following additional skills and experience:
Experience
a) With a range of Digital Identity patterns;
b) With Government of BC Digital Identity solutions;
c) Creating and delivering public engagement plans and materials for public consumption;
d) Providing strategic communications support for senior executive on critical issues relating to digital identities and trust;
e) Facilitating the cross-jurisdictional working groups;
f) Preparing public policy documents for senior executive;
g) Providing strategic advice to cross-jurisdictional senior executive working groups;
h) Representing BC’s position in cross-jurisdictional groups.
