Tri-global Solutions Group Inc. is seeking one (1) Senior Project Manager to join our Service Delivery team at Service Alberta (Government of Alberta) to support the Mobile Wireless Transformation Project.
The successful contractor(s) have an anticipated November 28, 2022, start date for a 12-month contract (ending November 30, 2023) with 6-month extension available (total contract term up to 18-months).
NOTES ON LOCATION: For this engagement, the resource will work remotely. Remote work must be done from within Canada, due to network and data security policies. Standard Hours of work are 08:15 -16:30 Alberta time. The client prefers if the successful candidate use their own equipment, though the client will provide laptop/desktop if necessary.

PROJECT OVERVIEW
Technology and Innovation requires an Information Technology (IT) professional resource to provide Senior Project Management (PM) services for the project delivery of the Mobile Wireless (Cellular) Services Transformation. This project will encompass multiple phases to modernize and enhance the Government of Alberta’s Mobile Wireless services.
The PM role is required develop a project plan and manage the multiple stages related to the transition, stabilization, and transformation of the Mobile Wireless services.
Deliverables:
1. Transition of mobile wireless services from existing vendor to new vendor secured as part of Negotiated Request for Proposal (NRFP).
a. Develop a recommended transition plan with input from vendor on SIM Card shipping, eSIM and self-service/kiosk options.
b. Transition of 20K+ lines
c. Identification of services not able to be transitioned for review with contract sourcing team for options.
2. Stabilization of services and establishment of key SLA targets with vendor
3. Financial system integration clean-up and enhancements (Electronic Payment System – EPS)
4. Identification of any gaps between existing and known, planned capabilities, including fit and gap analysis of the current to target states.
5. An overall recommendation regarding target states and roadmap, and implementation approach.
6. Centralization and consolidation of mobile wireless request processes
7. Development of standard processes and procedures related to orders, changes, and updates of wireless services.
8. Integration of vendor portal into GoA’s BERNIE/Service Now platform
a. Automation of common request items (Moves, Adds, Changes, Disconnects)
b. Development and enhancement of RITM’s (Requested Item’s)
c. Removal of “swivel chair” processes between ServiceNow and Vendor portals
9. Development and onboarding of reporting and data analysis tools to better manage the mobile device usage and costs
10. Ongoing enhancements of Microsoft Intune toolset.
11. Identification of any gaps between existing and known, planned capabilities, including fit and gap analysis of the current to target states.
Senior Project Manager is required to plan, coordinate, analyze and manage multiple IMT projects. Key activities include requirements gathering, planning, coordinating, and project management to effectively support department priority project. The Senior Project Manager is to provide Project Management support of the mandated project by providing governance, prioritizing, monitoring and reporting of the Initiative.
The Project Manager’s primary role will be in the planning and coordinating of the development and delivery of project deliverables.
The resource will support various IMT initiatives identified through intakes from the Business Relationship Management team and prioritized through IMT Governance mechanisms.
ADDITIONAL DETAILS
The Senior Project Manager will provide project management services used by the Technology and Innovation team.
Project deliverables include requirements gathering, planning, coordination, analysis and project management of IMT initiatives supporting the Technology and Innovation IMT Project implementation. Defining and meeting all scope requirements, budgets and timelines. Ensure all defined business and technical requirements are met.
The Services to be provided by the successful Vendor’s resource also include but are not limited to:
DESCRIPTION OF SERVICES
Responsible for the coordination and completion of IT projects. Oversees all aspects of projects. Sets deadlines, assigns responsibilities, and monitors and summarizes progress of project. Builds and maintains working relationships with team members, vendors, and other departments involved in the projects. Prepares reports for upper management regarding status of project.
MANDATORY SKILLS
– Proposed resource must meet or exceed one of the following: (8+ years)

– Experience working as a Project Manager on a large complex software application development project in an environment of similar size and complexity to the Government of Alberta (8+ years)
– Experience managing multiple projects concurrently (8+ years)
– Experience defining project vision, scope and goals in collaboration with business stakeholders (8+ years)
– Experience developing project deliverables including project charters, business cases, briefing notes, status reports, risk logs and project closures (8+ years)
– Experience managing application integration projects with at least 5 team members (8+ years)
– Experience successfully implementing IT solutions in an environment with project resources from across multiple teams or organizations (8+ years)
– Available to lead frequent (daily) face-to-face meetings with clients and technical teams located in Edmonton as required
– Proposed resource must work from within Canada, due to network and data security policies
DESIRABLE / NICE TO HAVE SKILLS
– Experience developing and maintaining positive stakeholder relationships across and outside the organization, including executive level (7+ years)
– Experience leading project governance, change management and communication activities (5+ years)
– Experience developing and maintaining positive stakeholder relationships across the organization, including executive level (5+ years)
– Experience working in or for the public sector (3+ years)
– Experience working with Mandated and Legislated Projects within short timelines (4+ years)
– Experience making decisions and recommendations on highly technical or complex business issues and without formal guidelines or precedents and exercises resourcefulness (4+ years)
– Experience with the complexities of Federal/Provincial jurisdiction (2+ years)
– Experience working the technical teams on complex IMT projects (4+ years)
– Experience conducting, facilitating and interpreting impact and risk assessments (4+ years)
– Experience creating and managing project forecasts and budgets (4+ years)
– Currently active PMP or PGMP Certification as issued by the Project Management Institute or equivalent (must provide a copy of certificate)
– Experience working with the delivery of Mobile Wireless (Cellular) Services Transformation projects is highly desirable (2+ years)
