Tŝilhqot’in National Government (TNG) is currently looking to hire a second full-time Construction Project Manager to join our team in Williams Lake, BC. The successful candidate will be a key member of the team, working with the Construction General Manager and the Senior Advisor for Housing & Infrastructure in developing and implementing the ground breaking Tŝilhqot’in Nation Federal Housing Investment and the long term Tŝilhqot’in Nation Housing Strategy.
The Tŝilhqot’in Nation is a world leader in advancing Indigenous rights and title, as demonstrated by the landmark Aboriginal Title Declaration from the Supreme Court of Canada in 2014. The Nation is currently implementing a groundbreaking tripartite framework agreement (Gwets’en Nilt’i Pathway Agreement) with the goal of transforming the fundamental relationships between the Tsilhqot’in Nation and the Federal and Provincial Crown governments over the next 10 years.
The Construction Project Manager will provide on and off-site coordination for all phases of residential, commercial and agricultural construction projects, including coordinating subcontractors, materials and equipment, ensuring that specifications are being strictly followed, and work is proceeding on schedule and within a budget. The Construction Project Manager is responsible for scheduling, inspections, quality control and job safety. A combination of practical and technical education and experience in Housing & Infrastructure combined with cultural awareness and sensitivity is required. This is not an entry level position and reports to the Construction General Manager.
Essential Functions/Main Responsibilities (summary):
Analyze drawings and specifications;
Understand contractual terms and conditions;
Assemble accurate and well-organized estimates and proposals in a timely manner for Stipulated Price, Design-Build and Construction/Project Management formatted projects
Provide clear detailed quantity take-offs;
Review and organize sub-contractors’ quotations, negotiate to ensure quotes meet contract documents and issue proper documented purchase orders;
Complete budgeting and scheduling for projects and work with the project team to track projects, monitor progress, requisition change orders and identify potential risks;
Communicate with project team regarding change orders, scope creep, critical path issues etc.;
Maintain relationships with sub-contractors, suppliers and clients;
Ensure site personnel are provided with proper documentation related to the project;
Work with and deal with concerns of field personnel;
Provide and maintain unit pricing and database for materials and labour costing;
Formulate cost break down from estimates and for project progress;
Meet with potential clients to discuss options for proposed services;
Ensure subcontractors have corrected all deficiencies identified by project team;
Attend projects regularly to monitor activities and assist in future planning;
Preside over regularly scheduled site meetings designed to coordinate work;
Issue notice of non-compliance to subcontractors in regards to quality of work or scheduling;
Order materials as required and confirm quality and quantity of orders received;
Develop relationships with suppliers, manufacturers and sub-contractors and negotiate cost savings based on economies of scale;
Participate in the design and costing of construction projects to better capitalize on economies of scale
Plan construction operations and schedule immediate phases to ensure deadlines are met;
Determine needed resources (manpower, equipment and materials) from start to finish with attention to budgetary limitations;
Any and all other duties as assigned by the Construction General Manager;
Secondary Functions (summary):
Assist in budgeting, bidding, and awarding of subcontracts;
Assist in obtaining permits or approval of revisions;
Gather project material submittals and maintain records;
Identify areas of work that are outside of subcontracted scope;
Qualifications and Professional Competencies:
Post secondary education related to construction project management and estimating supplemented by appropriate training and experience in addition to 5 years related experience in construction industry, or the right combination of experience and education
Preference given to graduates from a recognized engineering, architectural or construction management program
Ability to work independently and as part of a team
Ability to read and interpret building drawings, spec sheets, shop drawings, building codes and safety regulations
Knowledge of BC Energy Step Code an asset
Superior technical review skills and experience a strong asset
Excellent communication skills including verbal, superior writing and presentation skills are essential
Demonstrated project and personnel experience
Strong initiative, excellent professional judgement and commitment to success
High level of professionalism and demonstrated ability to handle confidential information accordingly is crucial
Excellent research and analysis, reporting and problem-solving skills
A strong knowledge of Microsoft Office (Excel in particular), accounting, project management and estimating software
Valid Class 5 Driver’s License, ability and willingness to travel to remote communities and large cities when required
First Aid Certificate an asset
