Reporting to the Director, Decision Support – Financial Applications and Analytics, we are looking for a data analytics leader who is passionate about healthcare and financial analytics to come in function as a client partner for our Financial Planning and Analysis team. We are looking for someone who can:
Lead the development of financial and statistical analytics to aide the Financial Planning and Analysis team. This includes the creation of meaningful metrics and analyses utilizing financial, people and clinical utilization data and deploying to all levels of management at VCH including Directors, Senior Executive Team, Board and Ministry of Health.
Collaborate with Financial Planning and Analysis team members, and Operations leadership to deep dive activity drivers, monetise, standardize, analyze, and correlate metrics to provide business intelligence and support decision making in the organization.
Collaborate with other subject matter experts to support any data pipeline and visualization developments related to these metrics to ensure standardization and repeatability.
As a Data Analytics Business Manager, Decision Support (Financial Planning – Metrics) with Vancouver Coastal Health you will:
Direct the activities of the business analyst and advisors. This involves setting priorities, coordinating and reporting on the group’s performance and activities
Deliver various data warehousing and BI initiatives by effectively working with business stakeholders, project management teams, clinical management and IT staff
Establish detailed project charter, plans, and objectives to outline timelines and project deliverables. Executes project plan according to project methodologies, ensures successful and coordinated completion of project components, and ensures readiness for project implementation. Tracks project progress according to project plan, monitors and reports on the status of projects and major issues/obstacles encountered. Makes recommendations regarding projects scope changes.
Maintain ongoing support for initiatives from project sponsors and user groups, keeps stakeholders aware of project status and ensures effective communication channels are in place.
Implement and/or contribute to the implementation of effective processes to assess project risks, identify risk mitigation strategies and monitor risk throughout the life cycle of the project.
Develop project budgets within the context of operational demands and environmental and resource constraints and uses best utilization methods to thoroughly monitor and adhere to allocated budgets.
Develop and maintains overall 12-24 month workplan for multiple project components.
Ensure effective management of datasets that are required for analysis, data quality and validation.
Establish project team and structure by gathering input from stakeholders, identifying needs and skills required, recommending and/or negotiating contracts for provision of goods and services.
Provide supervision, leadership and direction to designated team members, conveys policies and priorities, directs work and ensures issues are resolved or escalated to ensure project deliverables and timelines are met
Conduct employee performance reviews and coaching sessions including implementation of appraisals and facilitation of individual goal setting. Creates and environment that fosters growth and development.
Provide leadership in the development and maintenance in all aspects of reporting, data quality and testing. Determines and assigns project priorities to ensure overall timelines are met
Maintain awareness of current business intelligence and reporting techniques and technologies as well as reporting systems trends and issues to communicate to DS groups as appropriate.
Education & Experience
Master’s Degree in, Health Services Administration, Science Business Administration, or other related master’s degree.
Five (5) to seven (7) year’s recent, related experience in a large health care organization within the Decision Support and/or business intelligence environment.
Current registration with relevant professional College/Association, if applicable.
Valid BC Driver’s license required as local area travel requires the use of a personal vehicle.
Knowledge & Abilities
Displays comprehensive knowledge of developing, implementing and maintaining business analytic requirements and deliverables.
Uses sound business acumen to manage the fiscal resources of assigned projects/services in a manner that is financially responsible and consistent with overall goals of the organization.
Utilizes initiative, vision, independent thinking and creative problem-solving abilities to implement project plans and realize project completion.
Maintains a thorough understanding of available resources for projects and applicable stakeholder groups, provides feedback and detailed analysis on project processes and makes recommendations as required.
Advance knowledge and experience in SQL or other equivalent
Advance knowledge of business intelligence systems, information management and data warehousing
Ability to provide leadership, motivation and guidance while demonstrating commitment to excellence
Ability to provide, create and support innovation within limited resources
Knowledge of data quality processes for data warehousing and ability to lead and advise data quality staff
Excellent communication skills to function within a complex interdisciplinary environment including ability to communicate with the physician community.
Works effectively under time pressure to meet deadlines, balance work priorities and resolve problems in a timely manner.
As per the current Public Health Orders (Long Term Care/Seniors Assisted Living Provincial Health Officer Order and the Health Sector Order), as of October 26, 2021, all employees working for Vancouver Coastal Health must be fully vaccinated for COVID-19.
