The incumbent is a process-driven problem solver who utilizes their analytical and technical skills in the field of post-secondary international strategic enrolment management. They are also a champion of service delivery, leading a team that consistently works to improve service quality, staff productivity and systems efficiency.
Under the direction of the Associate Registrar, International Education, the incumbent ensures VCC International Education maintains compliance with College, provincial, and federal policies and reporting requirements. To that end they maintain a deep understanding of College policies and VCC’s student information system along with other related systems, in order to guide the implementation, maintenance and advancement of systems and service goals within the International Education Department .
Job Duties/Responsibilities
Provides leadership to the international student admissions and enrolment team and ensures the efficient, effective and consistent operation of the unit.
Establishes and maintains a departmental climate that supports student-centered service and reflects the mission, vision and values of International Education and of the College.
Oversees the efficient processing of international applications for admission and the associated timely communication with applicants and students.
Uses professional judgement and exercises delegated authority to make discretionary decisions that are exceptions and variances to established regulations and institutional procedures on matters related to international enrolment.
Responsible for the security of international student admissions records, ensuring that Freedom of Information and Protection of Privacy legislative requirements are upheld and enforced.
Conducts routine procedural review in order to ensure that business processes are compliant with college, provincial and federal policies and reporting requirements as well as the strategic direction of the institution and its enrolment management goals as directed by Associate Registrar, International Education. Recommends and implements, in consultation with the Associate Registrar, International Education, quality-based assessment processes to inform strategy development and continuous improvement.
Serves as an internal business systems and procedures consultant to the International Education department, Office of the Registrar, Continuing Studies, and other areas relating to international student enrolment. Consultation services range from evaluating business processes for efficient use of systems; championing new technologies in the International Education department; and liaising with other departments, external stakeholders and agencies such as School District representatives, relevant Ministries, BC Campus, EducationPlanner BC, IRCC and the BC Council on Admissions and Transfer to build partnerships and execute data exchanges.
Works collaboratively with Associate Registrar, International Education and other College staff on strategic initiatives and projects.
Manages special projects, as assigned, including the implementation of business process redesign with a view to cross-functional and cross-divisional services.
Under the direction of the Associate Registrar, International Education and working with the Business Analyst, evaluates technology proposals, reviews and evaluates functional and/or technical specifications and business requirements (new technology, customizations, bolt-ons, etc.) as they relate to international students and international enrolment.
Liaises with the College’s Reporting department to ensure the correct interpretation of student data to meet the College’s enrolment and reporting needs including FAST, the Central Data Warehouse (CDW) and VCC Business Intelligence Tool (e.g. Cognos).
Supervises operational reporting related to international student enrolment within the International Education department and performs ad hoc reporting for the International Education department and other College departments as required.
Human Resources and Administration
Supervises assigned staff and participates in the recruitment, promotion, evaluation, orientation, training and development, and performance management of staff within the scope defined by College policy and the Collective Agreements.
Monitors workload and assesses performance to ensure adequate operational needs are met, and employs strategies such as coaching and mentoring when appropriate in order to enhance performance.
Supervises and provides leadership to staff through encouraging dialogue, providing guidance and facilitating resolutions to work issues. Assists team members to define shared and individual goals, meet target dates and deadlines and ensure the alignment of team goals.
Hires, develops, evaluates and disciplines staff according to established College policies and consistent with collective agreement provisions.
Assists the Associate Registrar, International Education in managing the department’s staff and unit planning, implementation of projects, and operating a capital budget.
Other
Represents International Education or the College on appropriate internal and/or external committees or agencies.
Assumes additional responsibilities and duties, as assigned by the Associate Registrar, International Education.
Acts on behalf of the Associate Registrar, International Education, in the Associate Registrar’s absence, when required.
Performs other related duties, as required.
Qualifications
Education and Experience
Bachelor’s degree in a relevant field, plus a minimum of five (5) years recent related experience, preferably in international education including supervisory experience in a union environment
Experience in implementing new strategies, policies, and procedures
Knowledge of the BC post-secondary system including the rules, regulations, procedures and policies as related to recruitment, admissions, advising, curriculum review, graduation, records, registration, student recruitment, systems and transfer credit and articulation.
Proficient in the use of computer applications including experience working with student information systems (e.g., Ellucian Banner), and experience in developing and implementing new technology-based systems.
Experience in managing and implementing projects.
Or an equivalent combination of education, training and experience may be considered.

Knowledge and understanding of the Freedom of Information and protection of Privacy Act (FIPPA).
Demonstrated knowledge of Canadian and International education systems.
Salary Range – Prorated based on FTE
$69,725 – $92,967 – $102,263 annualized (Pay Grid 9). Normal starting salary placement is between $69,725 and $92,967. Compensation beyond the control/mid-point requires approval by the Public Sector Employer’s Council Secretariat (PSEC).
