The Employment Relations Specialist/Job Search & Retention Specialist will use their Labour Market Information (LMI) knowledge and local Employer connections and expertise to collaboratively work with the WorkBC Employment Services team to support Clients in attaining and sustaining employment within the WorkBC Employment Services Program in the applicable catchment.

Working in collaboration with WorkBC Employment Services team members as appropriate, this role delivers Case-Managed Job Search and Job Sustainment Services, through all three (3) service delivery channels, in support of the successful job search and attainment, and employment retention of the Client. The role provides service through in -person, virtual and outreach channels and is responsible for developing and maintaining meaningful connections with the Employer community, keeping abreast of current local labour market information and trends, assisting Clients in finding, sustaining and transitioning employment opportunities, and supporting local Employers in finding suitable employees; all focused on the successful attainment of the identified objectives and outcomes required as part of the WorkBC Employment Services Program.

Additionally, the individual within this position will consistently monitor and practically support the Client’s job search progress, including providing ongoing coaching and effective utilization of appropriate WorkBC Employment services.

Employer Outreach Plan

With the oversight and support of the Community Engagement Manager, responsible for the development and practical execution of the annual Employer Outreach Plan; including debriefing and reporting as required, by:

• Increasing Employer awareness of Employer support, job matching and placement; Wage Subsidy (WS); Unpaid Work Experience (UPWE); and Job Creation Partnerships (JCP); WorkBC Employment services and the local labour market supply.
• Supporting increased WorkBC Employment Services team’s awareness of the local labour market demand.
• Informing planning as required, in order to balance the needs of the local labour market, increasing work experience opportunities (WS, UPWE, JCP) for Clients from all Client types and Client Inclusion Groups.
• Enriching and expanding Employer networks in order to facilitate the hiring and retention by Employers of Clients from all Client types and Client Inclusion Groups.
• Increasing the number of appropriate and current job orders our Employment Services team members and Clients can access.
• Planning and delivering targeted activities if and as needed.
• Thoughtfully and practically contributing to service initiatives and cohort programming on a regular basis.
• Developing effective long-term relationships with Employers and Industry partners by participating in various Employer and Community activities, in accordance with the requirements outlined in the Employer and Community Awareness Plans.

Job Development

Responsible for consistently promoting and marketing clients in a meaningful way to the Employer community, providing a continual liaison and support between Clients and Employers in order to promote sustainable employment opportunities and outcomes, by:

• Consistently achieving utilization targets established by MCES/WorkBC Employment Services Program in relation to Job Creation Partnership, Wage Subsidy and Unpaid Work Experience.
• Providing service activities as required and described in WorkBC policy for Work Experience Case-managed Services, Job Creation Partnership, Wage Subsidy and Unpaid Work Experience.
• Meeting with Clients to establish a meaningful rapport and identify areas of interest and expertise.
• Effectively coaching clients on job search related activities including resumes and interview skills and locating job appropriate employment opportunities relevant to their individual abilities, skill sets and experience by matching them with identified and appropriate Employers.
• Supporting the negotiation of Employment contracts and job placements in order for Clients to gain and sustain appropriate and relevant employment skills.
• Maintaining, contacting, and monitoring Clients, assisting those participants who have been terminated or laid-off in finding suitable re-employment and/or transitional opportunities.
• Organizing and hosting Employer activities such as mini-Job Fairs, Employer Forums, throughout the Community and with specific Employers; including assistance with the annual Job Fair as appropriate.
• Providing monitoring and retention services to Clients and Employers participating in Unpaid Work Experience, Job Creation Partnerships and Wage Subsidy.

Client Support

Working closely and collaboratively with all appropriate WorkBC Employment Services team members in support of the ability to determine the appropriate positions and Employers to target for individual Clients based on a familiarity with participants, by:

• Providing the Client with the appropriate Case-Managed Service in accordance with their individualized Action Plan and links to Employers; matching a depth of labour market information knowledge with the recognition of the individual Client’s strengths, abilities and barriers.
• Coaching clients in the development and practical application of the comprehensive and varied tools and strategies required for an effective job search, including the utilization of relevant workshops and programs.
• Researching and continually increasing a broad knowledge-base of job seeking and labour market information designed to inform and adapt to the changing needs of the Clients, Employers and local communities
• Coordinating job orders by selecting appropriate candidates, arranging interviews and following up with Employers and candidates to support a positive and sustainable employment outcome.
• Soliciting and documenting feedback and data from Employers on participant referrals and interviews; ensuring information is recorded accurately and in a timely manner as required by MCES/WorkBC Employment Services Program.
• Networking and following up with Employer groups and associations as appropriate, coordinating and delivering presentations about WorkBC Employment Services programs & services.
• Organizing, attending and facilitating Community and Employer events, including information sessions for businesses that are closing down or down-sizing.
• Providing Employers with Job Coaching support to assist with a successful workplace orientation and job task instruction.
• Providing ongoing communication, coaching and support to Clients who have successfully achieved employment and/or work experience; ensuring the individualized support to both the Client and Employer is provided as required under job sustainment services, in order to successfully maintain employment.
• Consistently and accurately entering case notes, and all other data as required into both ICM and ClientConnect™ in a timely manner.
• Ensuring potential job leads are entered into ClientConnect™ for display on job boards and consistently collaborating with WorkBC team members about available opportunities.

Job Search

Within the foundation of continually working to actively maintain the engagement and buy-in of the Client, responsible for the development and execution of the Client’s Job Search Plan and all activities therein, by:

• Ensuring ongoing meaningful communication and practical collaboration with all WorkBC Employment Services team members in support of effective and successful individual Client job search and retention outcomes
• Taking the time to understand the needs of the individual Client to ensure the Job Search Plan is built around appropriate activities that support the Clients goals. Activities include one to one coaching, Service Initiatives, Client Inclusion Group cohorts, workshops, and related.
• Providing hands-on support with Job Board, job matching with MCES and Approved Sub-Contractor job leads, and online employment opportunities; up to and including job development-type service.
• Providing individualized marketing to Employers based on organizational need; arranging interviews and other support as required, including the negotiating and modifying of terms of employment when necessary.
• Based on an ongoing communication with the appropriate WorkBC Services Specialist, consistently monitoring the Client’s job search progress; including the increased utilization of WorkBC services in order to improve the probability of Clients achieving a successful employment outcome.
• Developing and executing Client Inclusion Group service initiatives with the WorkBC Employment Services Assistant Manager.
• Effectively utilizing up to date labour market information and expertise in support of the successful and appropriate job search strategy of the Client.
• Developing curriculum and facilitating workshops tailored to individual and group Client needs including Job Finding Clubs and/or similar peer-supported activities as appropriate.
• Maintaining up to date client information and progress (including Client rational) in ICM and MCES databases (i.e., ClientConnect™), ensuring the current, complete and accurate documentation of all communications with participant, Ministry, and other relevant stakeholder.
• Developing and maintaining a collaborative relationship and referral resource network with appropriate community resources and agencies.

Job Retention

Through the execution and development of a Job Retention Plan and the associated activities therein, for Clients receiving Case Management Services and Self-Serve Services, responsible for providing individualized support to Clients and Employers when the client requires on-the-job support and guidance to successfully maintain their employment or community attachment, by:

• Proactively and in an informed manner working with both the Client and/or Employer to resolve any employment issues that may arise.
• Providing information on, and/or arranging for on-site job accommodations as may be required by the Client to successfully carry out the tasks required within their employment situation, thus increasing their ability to retain consistent employment
• Providing Employers with Job Coaching support to assist with a successful workplace orientation and job task instruction.
• Continuing to build rapport and the Client relationship, working with any Client as required, who achieves employment, sustainable employment or community attachment in order to maintain the contact required to obtain Sustainable Employment Outcomes as required by the program.
• Ensuring ongoing communication with the WorkBC Service Specialist regarding the Client’s need for financial support during Job Search and Job Sustainment Services.
• Understanding the individual and unique needs of the Client as it relates to Job Sustainment Services and how MCES can provide value to the Client in order that they remain connected WorkBC until the Sustainable Employment Outcome is achieved.
• Working closely and collaboratively with Resource Centre Coordinators, Facilitators, Youth and Indigenous Employment Outreach, and Employment Relations Specialist team members, in addition to Approved Sub-Contractors who provide these case managed services.
• Continually utilizing and communicating knowledge, information and insights gained through Client and Employer interactions, and local labour market intelligence, to MCES Management as needed.
• Effectively utilize and assist Clients in the use of the Ministry Online Employment Services portal to the full capability for virtual services and communications.

Education and Experience

• Post-secondary degree, diploma or certificate in a relevant field (e.g., career or employment development, vocational rehabilitation, social work, psychology, sociology, human services, counselling, education or human resources management).
• Two (2) or more years of related experience in the employment services, counselling or other support services industry.
• Working towards or holding an associated relevant professional certification (i.e., CCDP, RRP, etc.) is preferred.

Knowledge, Skills and Abilities

• Demonstrated marketing, sales, customer service and business relationship development experience.
• Proven understanding and practical knowledge of trends in the local labour market, and employment opportunities including, but not limited to experience in effective job search strategies, job placement techniques, resume formatting, interview preparation and writing cover letters.
• Effective techniques for continued research and collection of labour market information as well as translating and disseminating of information in an effective and timely manner
• Capacity to effectively conduct and interpret Client needs assessments and employ exploration tools in accordance with individualized Client needs and abilities.
• Demonstrated experience providing services and support to individuals with complex barriers, including barrier identification and resolution.
• Extensive knowledge of job search and networking strategies.
• Experience in, and the ability to, successfully coach and mentor Clients to gain effective job search tools and strategies.
• Ability to build and maintain a network of partnerships with local employment and community agencies, employers, social service & referral programs, and other relevant stakeholders.
• Excellent communication skills (oral and written).
• Proven ability to successfully work with and support individuals from a broad range of cultural backgrounds based on a sensitivity to and understanding of the unique challenges they may face.
• Strong administrative skills and computer proficiency with specific emphasis on MS Office (Word, Excel, Outlook) and customized databases.
• Multilingual (English plus French or another language) ability to communicate effectively with Clients, both verbally and in writing is preferred.
