Position Summary
This position provides technical and/or accounting support for the systems, business processes, andinterfaces within the Financial Services Department which provides purchasing, financial servicesand corporate accounting services to all the City’s operating Departments. This position is in anaccounting branch and would be of interest to candidates with a background in accounting as well asfinancial/business systems. This position is responsible for key aspects of the development andmanagement of various financial accounting and client systems, business processes and interfacesincluding assessing client needs, mapping/documenting systems and business requirements, anddeveloping and implementing suitable software/technology and other business solutions. Thesepositions report to a Branch Manager or Senior Financial Management Analyst. Specific duties andresponsibilities will vary between positions depending on the specific business area. Duties & Responsibilities
Provides technical support and expertise in the effective use of the various systems, businessprocesses and interfaces to support the operations to all the City’s operating Departmentsincluding overall performance, troubleshooting, modification, improvement and maintenance.
Assists other staff in the effective use of their systems and interfaces through formal/informaltraining, advisory/consulting services, report writing and project support.
Develops and maintains documentation of departmental standards and procedures for theoperation of the various systems and interfaces, including the related business processes andinternal controls.
Maintains current knowledge of technological advancements as they pertain to applicationdevelopment, existing financial systems and interfaces, and the effective use of reporting toolsand PC based systems.
Maintains current knowledge of best practices for their subject matter area to identify andimplement business efficiencies.
Identifies management reporting needs and creates complex reports using reporting tools,particularly for reports requiring data from more than one system.
Develops project plans for assigned projects, monitors, and reports on project status asrequired.
Assists in the definition of requirements for systems, business processes and interfacesincluding development and implementation of PC based applications as required.
Identifies implications of major system upgrades and develops and implements modificationsto existing financial system, business processes and interfaces through modifications toparameters, coding structures, existing processes, and limited programming.
Acts as a liaison with the Innovation, Energy & Technology Department and other departmentswhere required and participates in special studies, projects, upgrades, etc.
Identifies the current and future state for business processes to ensure technology solutionsmatch the business requirements

Typically, the knowledge, skill and abilities required are obtained through a University degree in an accounting related field coupled with considerable experience/education in computer science. Inaddition, three (3) to five (5) years of progressively responsible experience in computerized financialsystems and/or accounting and business processes including at least two (2) years’ experience in asenior role. Experience performing service and system reviews as well as working in a client serveror web-based PC network environment. Preference will be given to candidates with knowledgeand/or experience related to the specific area to which the position reports (such as Finance,Accounting or Purchasing).
Thorough knowledge of computerized financial and operating systems.
Thorough knowledge of accounting principles and practices, in particular MunicipalGovernment accounting along with Public Sector Accounting Standards (PSAS).
Thorough knowledge of systems analysis, design, and installation; each area will requireknowledge specific to that area which could include a general knowledge of computerprogramming and report writing.
Thorough knowledge of principles of organization, management, and administration.
Knowledge of the corporation’s financial business processes, policies, and procedure,particularly as it relates to the defined business area.
Demonstrated problem solving skills and ability to apply principles of logical thinking to defineproblems, analyze, evaluate, and interpret data and information, document findings and makeeffective recommendations.
Ability to work independently with minimal supervision in a team environment, demonstratingsound judgment and initiative to establish priorities, meet users’ expectations and meetdeadlines.
