Aston Carter Looking for Customs And Export Control Manager at Dorval, QC Full Time

Description:

Custom and Export control manager:

• They will be working with custom and export team in the US and Hamburg
• They need to maintain control on what is being shipped with transportation company
• They will make sure that the comply with Canadian revenue agency, border service, invoices, they need to be up to date on what has been shipped and if anything, need to be shipped in TO
• They are the ones regulating what Lufthansa has shipped correctly not to get fine
• They will assist in audits from border service agency, revenue agency (their systems internally)
• They will coordinate between export and transaction between the client and their partners

Essential Functions and Key Responsibilities:

– Develop and update trade compliance program & policies

– Ensure seamless export and import transactions & coordinate with service providers such as customs brokers as well as suppliers, customers, etc.

– Audit all export and import related documentation and processes including customs declarations for accuracy and potential compliance gaps and risks

– Ensure administrative & regulatory requirements are met

– Develop and deploy record retention policy for export and import related records as per applicable regulatory requirements of Canada Border Service Agency (CBSA) and Other Government Departments (OGDs)

– Maintain the integrity & completeness of the compliance program

– Maximize corporate efficiency and minimize regulatory risk

– Remain current on laws, regulations & practices & the impact on operations

– Interact with CBSA and OGDs involved in trade as needed

– Maintain and review proper Canadian Export Control classification (ECL) and Canadian Customs Tariff/Export classification

– Determine opportunities for duty reduction, deferral, recovery and minimization programs.

– Apply for and manage export control permits through Export Controls On-Line (EXCOL)

– Conduct import & export Risk Assessments to inform Management of potential compliance issues

– Assist with any trade compliance audits by CBSA, Canada Revenue Agency (CRA) and OGDs related to import/export activities in collaboration with any business streams

– Interface to central Customs and Export Compliance departments

Training & Support

– Act as a day-to-day resource and provide guidance on customs and export control matters

– Establish and implement internal controls, risk management and spot checks

– Develop and coordinate internal compliance training for Canadian customs and export control regulations

– Support operation & business units regarding product classification (Canadian Customs Tariff/Export classification and ECL) issues

Communication

– Internal communications to raise compliance awareness within the company

– Communicate with customs broker, carriers, customs service providers, or other parties involved in the transportation arrangements

– Communicate with suppliers, customers, etc. to receive complete & accurate information

– Conduct internal reviews to evaluate effectiveness & to identify deficiencies

– Keep abreast of regulatory changes & provide updates as necessary

– Identify potential areas of vulnerability & risk, taking corrective action

– Substantial interaction with purchasing managers, & directors

Must haves:

• Canadian customer, export classification, custom compliance experience
• Previously working with border agencies
• Have experience working with customer revenue agency
• Min of 5 years
• Bilingual ( English first)

Asset:

• ERP experience

Custom brokers, schooling / licensing in export industry

• Aerospace experience
