Custom and Export control manager:
Essential Functions and Key Responsibilities:
– Develop and update trade compliance program & policies
– Ensure seamless export and import transactions & coordinate with service providers such as customs brokers as well as suppliers, customers, etc.
– Audit all export and import related documentation and processes including customs declarations for accuracy and potential compliance gaps and risks
– Ensure administrative & regulatory requirements are met
– Develop and deploy record retention policy for export and import related records as per applicable regulatory requirements of Canada Border Service Agency (CBSA) and Other Government Departments (OGDs)
– Maintain the integrity & completeness of the compliance program
– Maximize corporate efficiency and minimize regulatory risk
– Remain current on laws, regulations & practices & the impact on operations
– Interact with CBSA and OGDs involved in trade as needed
– Maintain and review proper Canadian Export Control classification (ECL) and Canadian Customs Tariff/Export classification
– Determine opportunities for duty reduction, deferral, recovery and minimization programs.
– Apply for and manage export control permits through Export Controls On-Line (EXCOL)
– Conduct import & export Risk Assessments to inform Management of potential compliance issues
– Assist with any trade compliance audits by CBSA, Canada Revenue Agency (CRA) and OGDs related to import/export activities in collaboration with any business streams
– Interface to central Customs and Export Compliance departments
Training & Support
– Act as a day-to-day resource and provide guidance on customs and export control matters
– Establish and implement internal controls, risk management and spot checks
– Develop and coordinate internal compliance training for Canadian customs and export control regulations
– Support operation & business units regarding product classification (Canadian Customs Tariff/Export classification and ECL) issues
Communication
– Internal communications to raise compliance awareness within the company
– Communicate with customs broker, carriers, customs service providers, or other parties involved in the transportation arrangements
– Communicate with suppliers, customers, etc. to receive complete & accurate information
– Conduct internal reviews to evaluate effectiveness & to identify deficiencies
– Keep abreast of regulatory changes & provide updates as necessary
– Identify potential areas of vulnerability & risk, taking corrective action
– Substantial interaction with purchasing managers, & directors
