The Opportunity
The City of Regina is seeking a Strategy and Performance Consultant for a permanent position in the Policy and Grants branch, which is a part of the City of Regina’s Transformation Office. The branch has two main functions, including:
The provision of strategic policy leadership and support by:
Managing and coordinating administrative and Council policy priorities that cannot easily be assigned to a specific business area;
Developing, implementing and managing the Corporate Policy Framework and policy review processes.
Corporate oversight for the management of transfers and grants that the City receives from the provincial and federal governments. This includes leading applications, project planning, working with project teams and Financial Services to ensure accurate reporting, and engagement with other levels of government to support these processes.
How you’ll be spending your time:
Monitor and report on performance targets, provide analysis and recommendations on areas where performance is not meeting targets
Identify operational risks, program/service reviews and develop recommendations and action plans
Develop, maintain, and promote project management practices on behalf of the organization
Manage assigned projects and implement corporate initiatives at the department, division, or corporate level
Design, maintain, and promote continuous improvement methods throughout the organization
Design, develop and implement systems and processes to measure and report continuous improvement efforts to senior City leaders including the Executive Leadership Team and Council
Develop, maintain, and promote public policy methodologies on behalf of the organization
Design, develop and implement systems and processes to measure and report progress towards corporate strategic goals to senior City leaders including the Executive Leadership Team and Council
Participate in various corporate committees and initiatives to support development of integrated strategic approaches and represent the City on external committees as required
Develop and maintain effective partnerships, professional memberships, and networks within area of expertise
Ensures development of policies, systems, and procedures across all areas of mandate

The desired candidate’s knowledge, skills & abilities:
Knowledge of strategic planning, organizational development, program evaluation, performance measurement, public policy, continuous improvement, client-consultant models and technique, and organization effectiveness
Knowledge of project facilitation and the ability to interpret and adapt concepts and principles of project management, change management, and knowledge of problem-solving techniques to determine options, assess and recommend the best course of action
Knowledge of research techniques including data sourcing, analysis, and interpretation as well as performance measurement techniques
Background in policy evaluation and development, preferably in a government setting
