Driftpile Cree Nation (DCN) is a proud and culturally strong First Nation located between the towns of Slave Lake from the west, and High Prairie from the east, approximately 340 km northwest of Edmonton. The Nation is nestled on the south shore of Lesser Slave Lake. As the second-largest lake entirely within the Alberta boundaries Lesser Slave Lake is a stunning destination for birders and wildlife enthusiasts. JOB OVERVIEW: Reporting to the CAO, the Director of Capital and Infrastructure is responsible for the management and administration of all activities, staff, vehicles, budgets, planning and equipment and other resources required for the operation, care and maintenance of roads, facilities, buildings, member housing, and Nation utilities. The Director provides proficient advice to the CAO in areas such as the collection of waste, water and wastewater, roads and drainage, and landscape maintenance. The director will oversee two units: Capital & Public Works and Facilities & Housing. Other responsibilities include policy development and implementation, project planning, fiscal management, administration and operational direction of the Nation’s public works, water distribution and wastewater collection system maintenance functions.
DUTIES & RESPONSIBILITIES:
- Develop, implement and monitor long term goals, plans and objectives focused on achieving the Nations missions and priorities.
- Develop specifications, work scopes, and bid documents for a variety of public works and public utilities designs, construction, and maintenance projects.
- Management and administration of budgets, supporting financial initiatives and forecasting capital development and investment.
- Plans, organizes, controls, integrates and evaluates the work of the Capital & Public Works and Facilities & Housing units.
- Review and approve the work of contractors and independent service providers including, but not limited to, those whom may be brought in either permanently or temporarily.
- Review all departmental drawings for public works, facilities and subdivision developments.
- Oversees all site inspections and assessments.
- Attend all Directors meetings and provides recommendations for strategic planning and reporting, policy development, and development as it pertains to Capital & Public Works and Facilities & Housing.
- Represents the Nation in negotiations with other agencies and funding sources, contractors, individuals, and groups on a wide variety of issues pertaining to public works, public utilities and housing
- Collaboration with HR and Management to attract, hire, guide, train and retain a strong team of public works and housing experts and fulfilling staffing requirements.
- Plans, organizes, directs and evaluates the performance of assigned staff. Establishes performance expectations, standards, and personal development targets.
- Conducts performance appraisals annually and as required throughout the year.
- Assumes responsibility for establishing and maintaining effective communication and coordination with the Nation’s membership, community members, other department Directors and the Chief and Council.
- Present a positive and professional image of the office of the DCN Chief to all visitors, staff, government officials, inquiries, and other interactions.
- Fully comply with all DCN policies, procedures, health safety, and PPE protocols including the fitness for duty policy stipulating zero-tolerance for being under the influence of alcohol or drugs.
- May be required to work evenings, weekends, and travel as needed.
- Performs other duties as required.
QUALIFICATIONS:
- Post-secondary education in Engineering or like discipline. Preferred candidate will be a Registered Professional Engineer or Certified Engineering Technologist (CET) designation, in good standing.
- 5+ years of progressive senior management experience overseeing administration of Public Works, Facilities and housing functions, including transportation, planning, operations, water supply and distribution, sanitary sewage and treatment, storm water management and land development, preferably in a municipal or public sector environment
- Possess a thorough understanding of the legislation and policies that affect the Department, including familiarity with municipal law, insurance and employee relations.
- Experience developing, managing capital and operational budgets.
- Superior leadership, organizational, interpersonal relations, oral and written communication skills.
- Broad range of experience in a variety of areas including all disciplines of Civil Engineering, administration and management, finance and accounting, statute, contract and common law, fleet procurement and management, and computer applications to engineering and management.
- Extensive experience in financial planning and strategy, corporate finance, budgeting, managing profitability and accounting practices.
- Excellent communication and time-management skills, and proficiency in multi-tasking and supervising employees.
- Vast managerial experience with a demonstrated ability to train, lead and energize multi-level work teams.
- Knowledge of federal and provincial funding programs and policies.
- Knowledge of managing vendor, contract and proponent financial procedures.
- Proficient use of computers including Microsoft and email, accounting software and databases.
- Valid Class 5 Driver’s License, with the ability to provide an up-to-date drivers abstract.
- Criminal record and Child Intervention record checks will be required at time of interview.
