General Accountabilities:
The Sr. Manager for the AMI Operations (AMIO) Center of Excellence (CoE) is responsible for supporting the diverse group of leaders within the AMIO organization that provides the ancillary services and support for the day-to-day metering operations across the warehouse, lab, data collection, network monitoring, and field installations, and support the long term success of the business through planning and strategy development.
Activities within the CoE group include: Financial Accounting, meter and AMI telecom engineering, 3rd level Meter triage support, AMIO Vendor Management, Investment Planning, Strategy and Roadmap, and project and initiative tracking.
The above engineering includes the retail meter engineering and metering telecom engineering teams, overseeing the maintenance and updates of the retail metering standards, providing metering and equipment ordering support for large customer installations, and maintaining oversight on product selection and inventory management of Primary Metering Unit spares for break-fix. The team is also accountable for 3rd level triage support for escalated internal network, data, and field installation problems.
The CoE also maintains oversight and management of the vendor relationships, AMIO project and initiative tracking, monthly financial and HR forecasting and actuals tracking. The Sr. Manager will be accountable for making sure the required monthly, quarterly, and annual financial and HR reporting requirements are met, handle escalated vendor relationship issues, and oversee and present the monthly financial actuals for the System Operations Division. The Center of Excellence also owns the investment planning for metering related activities, with the Manager accountable for oversight, engaging within the required annual Dx Planning cycles, and supporting the regulatory and rate filing process as required.
The Sr. Manager is also accountable for oversight of the AMI strategy, identifying improvements to the target operating model, and supporting operational improvement initiatives. Roadmap and planning development would include the ownership of the AMI 2 business case plan and rate filing support as required.
Specific Accountabilities:
Through collateral relationships with respect to the Manager, Metering and Technical Services and within context provided by the Manager, Metering and Technical Services (i.e., corporate strategies and policies, accountabilities, tasks, budget and programs, compliance and performance targets, expectations for continuous improvement, etc.), provide the following:
Provide leadership, direction, coaching and counseling to staff involved in all facets of the execution of work within the unit.
Supervise, plan, organize and schedule the work of a diverse group of staff. Allocate work, staff and other resources to supervisors or staff and provide instruction and guidance as necessary. Review workload performance through reporting systems and by observing the overall effectiveness of the work groups and take steps to initiate corrections required. Provide strategic human resource management within the work unit including interviewing and selection of candidates and acting as the contact supervisor. Be responsible for human relations promotion, demotion, transfers and discipline, etc. Direct the work program by organizing resources for maximum effectiveness. Modify the program to meet changing conditions. Monitor program costs and respond to variances. Review existing methods, procedures, and accomplishments and analyze costs to recognize means for increasing productivity and effectiveness.
Develop and maintain government accreditation programs. Manage meter re-verification programs, meter inventory and meter records and ensure compliance with federal regulatory requirements.
Develop agreements/contracts with external organizations and deliver services, where consistent with approved business direction.
Assure that costs associated with provision of services are being minimized and that services are being delivered in a manner which meets standards set by customers. Provide services at rates which reflect a value added and competitive market price, and maintain, expand, reduce, migrate or out-source services according to approved strategies for service provision. Develop and deliver/arrange for delivery of new services as approved in the plan.
Provide input and inform the development and implementation of strategy and asset management plans for advanced metering infrastructure, in accordance with corporate goals and system level planning strategy.
Provide input and inform the development of meter and construction standards.
Engage with AMIO vendors and other Hydro One Lines of Business to ensure the adequate provision of services and realization of value.
Guide vendor roadmaps to align with strategy and priorities.
Support the development and implementation of quality management programs to monitor and continuously improve the quality of the Advanced Metering Infrastructure Network.
Ensure that services provision minimizes impacts on the environment and is consistent with regulations and corporate policies.
Maintain effective relationships with service users/receivers to ensure initiatives and programs can be effectively carried out within the unit.
Manage systems in place to meet all due diligence requirements.
Improve the costs of service provision monitor and react to changing market conditions.
Provide strategic, tactical and operational planning for the unit.
Provide a leadership role in service improvements and cost reduction for the unit.
Provide strategic direction for complex facility software; such as LAN/WAN facilities software, firmware and other AMI and network enabled applications by ensuring that corrections, new versions, parameters and modifications are executed by your team in order to improve performance and simplify use.
Oversee the testing, evaluation, installation, inventory, regulatory requirements and operation of vendor supplied network hardware and software solutions. Select parameters, generate, test and implement.
Oversee the lifecycle of AMI products including refurbishment and end-of-life. Maintain awareness of AMI technology and industry standards.
Managerial Accountabilities:
Manage the unit and achieve the approved programs and targeted results through:
Maintaining a team of subordinates who are capable of producing the outputs required
Ensure subordinates are able and willing to produce the desired output, and that subordinate managers continually improve the processes for achieving the outputs
Assess staff capability to do the required work, now and in the future
Conduct personal effectiveness reviews of subordinate managers/specialists to build relationships and trust, and to improve effectiveness
Mentor and counsel subordinates-once-removed
Accountability for the outputs of others:
Set the appropriate context for subordinates (i.e. corporate strategies and policies, accountabilities, tasks, budget and programs, compliance and performance targets, expectations for continuous improvement, etc.)
Set an effective framework of policies and procedures for the work of the unit
Know and ensure own and subordinates’ compliance with all legal and regulatory requirements, and all corporate policies and procedures, and generally accepted practices relating to the work of the unit
Establish a two-way working relationship with subordinates to solicit their views on conditions and potential changes effecting their work, and continuous improvement opportunities
Providing leadership to subordinates, so that they collaborate competently, and with full commitment, with each other in pursuing the goals set:
translate the corporate goals and objectives into a direction which guides the work of the unit
communicate that direction to all staff
define specific tasks for subordinates which are required to achieve desired results and/or to accommodate changes required within the business operations
communicate expectations regarding the collateral relationship among subordinates
Providing a safe and healthy work environment:
provide subordinates with appropriate knowledge, skills, information,
work procedures and equipment to facilitate responsible behaviour which will protect their safety and contribute to their health
provide a work environment and facilities where health and safety incidents are minimized
provide a work environment that supports and values diversity, and is free from harassment
know and ensure subordinates comply with all legal and regulatory requirements, corporate policies and procedures, and generally accepted practices relating to their work
Demonstrating stewardship of the assets and resources:
ensure every reasonable precaution is taken for the protection of subordinates, the environment and the assets
provide for security of human and physical resources, including information
Selection Criteria – Essential Knowledge:
Detailed knowledge and understanding of applicable legislation and related Regulations, OEB, IESO and Measurement Canada requirements.
Experience in the design, development, implementation and operation of meter data collection and exception management processes.
In-depth understanding of applicable computer programs/systems specific to Metering and Power Quality (SAP, Itron MV90 and IEE, NMS, Various Meter Vendor Head End Systems, PQView, StruxureWare Power Monitoring Expert (PME), PowerLogic ION).
Superior oral and written communication skills and excellent presentation skills.
Extensive knowledge and awareness of technology and business processes supporting Hydro One’s interval meter solution.
Extensive experience with Hydro One business processes including work management, meter inventory management, meter and AMI network asset management and meter network operations.
Demonstrated experience in finance, business analysis, information management and investment planning.
Business focus – ability to understand business objectives and translate them into requirements and solutions.
Demonstrated leadership and managerial competency in managing a team of professionals, establishing priorities and adapting to changing conditions.
Demonstrated interpersonal skills to relate well to management, peers and frontline staff.
Extensive experience working with clients’ internal and external, staff, vendors and organizations serving diverse groups.
